These are the rules for using the KOMPAS website (kompas.guide/cz) — a portal for Ukrainians in Czechia. They set out who is responsible for the site, what is allowed here and what is not, how we deal with what readers publish, and where to turn if something has gone wrong. We have tried to write clearly: if any point remains unclear — write to us and we will explain it in plain language.
1. Who runs the site
The site operator is a self-employed individual (OSVČ) registered in the Czech Republic:

This mailbox is read by a real person — it is our contact point both for users and for public authorities. The full set of operator details, the languages we communicate in, the supervisory authorities and the form for reporting illegal content are collected on the Contacts page.
2. What KOMPAS is and what you will find here
KOMPAS is an information portal for Ukrainians who live in Czechia or are planning to move there. We are not a state institution, we do not provide legal, tax or migration services and we do not act as an intermediary in transactions between users.
The following currently work on the Czech version of the site:
- articles and news about life, work, documents, taxes and education in Czechia;
- a calendar of events of the Ukrainian community;
- a glossary of Czech terms with audio;
- free tools: OSVČ, DPH and flat-tax calculators, an entrepreneur's calendar, an invoice generator, a currency converter, a translator, a company check against the registers;
- reference guides: emergency phone numbers, public holidays and days off, salaries, transport to Ukraine;
- a personal account;
- comments on materials.
The set of sections changes: we add new ones and close those that have not proved worthwhile. The sections that do not exist on the Czech version yet are listed in section 10.
KOMPAS operates in several countries. The Slovak version lives at kompas.guide/sk and has its own Terms: it has a different set of sections and different laws — the Czech rules do not apply to it, and the Slovak rules do not apply to this page.
3. Acceptance of the Terms and minimum age
By using the site you agree to these Terms. If you do not agree — simply do not use the site.
You may read the site at any age. You may create an account, leave comments and reviews, send enquiries and other forms from the age of 16. Czech law allows a person to give consent to data processing on their own from the age of 15 (§ 7 zákona č. 110/2019 Sb.), but we keep a single threshold of 16 years for all country versions of KOMPAS — it is simpler both for you and for us. If you are younger — ask your parents or another legal representative to do it.
4. The service is free
Reading the site costs nothing, and neither does registration. The site lives on advertising and partner placements — they are always labelled (section 9).
If paid services ever appear, their terms and prices will be described separately and before payment, not hidden in this document.
5. Personal account
Registration is not needed for everything — most of the site is available without an account. An account is created via Google or via e-mail with a password.
- Give accurate information about yourself. An account in someone else's name, passing yourself off as a company or an official institution — grounds for a block.
- Access to your account is your responsibility. Do not give your password to third parties; if you notice a login that is not yours — change the password immediately and write to us.
- You can delete the account yourself in your personal account. What is deleted in the process, what is anonymised and why, is described in the Privacy Policy.
- We may temporarily restrict or block an account that is used to breach these Terms. We will tell you the reason — see point 7.5.
6. Rules for using the site
By using KOMPAS you agree not to do the following:
- use the site for unlawful actions or to harm other people;
- try to gain access to other people's accounts, to the administrative part or to the database;
- overload the site with automated requests, bypass rate limits, upload malicious software;
- automatically collect the content of the site (scraping, parsing, bulk export) without our written consent;
- pass yourself off as the site operator, the editorial team or another user;
- use contacts obtained on the site for mailings and cold commercial offers.
7. Your content on the site
7.1. What this section is about
Some of what you see on KOMPAS is published not by us but by readers and companies. These are comments under materials, reviews, listings and cards in the sections that are opening gradually, as well as any texts, photos and files that you send through the site's forms. From here on we call all of this your content.
7.2. What may not be published
There is no place on the site for materials that:
- break the law — in particular calls for violence, incitement of hatred, threats, defamation, fraudulent schemes, trade in prohibited goods and services;
- insult people or companies, contain abusive language, humiliation, harassment;
- discriminate on the basis of nationality, language, sex, age, religion, state of health, sexual orientation or any other characteristic;
- disclose other people's personal data — surnames, addresses, phone numbers, documents, photos — without their consent;
- infringe other people's copyright: someone else's texts, photos, logos, videos without the rightsholder's permission;
- are spam: advertising, disguised links, repeated identical messages, artificial boosting;
- are knowingly misleading — invented facts about a company or a person, fake listings, non-existent vacancies, “guarantees” of a result where nobody guarantees it;
- are off the topic of the page (a comment on an article about taxes is about taxes, not about politics).
Separately: if you are offering services for money, do not disguise it as a review or neutral advice. Advertising is placed by arrangement with us, and it is labelled as advertising.
7.3. Rights to your content and the permission you give us
Your content stays yours — we do not acquire copyright in it. By publishing material on KOMPAS you give us a free non-exclusive permission to:
- place it on the site and show it to visitors;
- keep a copy of it, including in backups;
- translate it into the site's languages — Russian, Ukrainian and English (the translation is machine-made, so inaccuracies are possible);
- adapt it technically: compress images, bring the formatting into line with the site, make a short quote or announcement in our channels on Telegram, Instagram and Facebook with a link to the page.
The permission is valid while the material is published, and only within the operation of the site itself and its official channels. It does not give us the right to sell your content separately from the site or to pass it to third parties for their own purposes.
When you delete material or we take it down from publication, the permission for further display ends. It does not disappear instantly: backups are overwritten on the schedule described in the Privacy Policy, and we cannot influence search engine caches and reposts by other people.
By publishing material you confirm that it is yours or that you have permission to publish it, that you have not used other people's photos, texts and logos without the rightsholder's permission and that you are not disclosing other people's personal data without their consent.
7.4. How we moderate
We are writing this openly because Article 14 of Regulation (EU) 2022/2065 (DSA) requires it — and because it is useful for you to know how things actually work.
- Comments and reviews are pre-moderated. After being sent they do not appear on the site straight away: first a person reviews them. That is why time passes between sending and publication.
- Listings and company cards are published after a check. The author submits them for review, and they become visible only after an administrator approves them.
- Automation filters, a human decides. Technical filters — a limit on how often you can submit, a filter for spam and suspicious links — can reject a submission before a person even sees it. Everything that has passed the filters is published by a person. We do not use systems that independently and finally decide the fate of material that is already published.
- We do not review the whole site continuously. We are not obliged to look for infringements ourselves and we do not guarantee that prohibited material will never appear. We react to reports from users, to our own observations and to orders from public authorities.
We may take material down from publication, restrict its visibility, close the possibility to comment or block an account if:
- the material is illegal or breaks the rules in point 7.2;
- we have received a substantiated report of illegality (point 7.6) and agreed with it;
- a court decision or an order from a competent authority requires it;
- the account breaches these Terms systematically or was created again after a block.
7.5. What happens if we remove your content
If we take your material down from publication, restrict its visibility or block your account, we write to the e-mail address given in the account or in the form and explain:
- what exactly has been removed and at which link;
- on what grounds — which rule of these Terms or which provision of the law;
- whether we relied on automated means in doing so;
- what you can do next.
If you disagree — reply to that e-mail or write to [email protected]. We will review the decision and reply; if we were the ones who were wrong, the material goes back on the site. You can also go to court or to a supervisory authority — that right does not depend on our decision or on whether you wrote to us or not.
7.6. How to report someone else's content
If you have noticed material on the site that you consider illegal — other people's personal data, copyright infringement, a fraudulent listing, defamation — use the form on the Contacts page.
In the form, give the exact link to the page (without it we will not be able to find the material), explain why you consider it illegal, leave your e-mail and confirm that you are submitting the report in good faith. Immediately after sending you will see a confirmation that the report has been received. We will consider it within a reasonable time and will inform you by e-mail of the decision and its grounds, and also of how to appeal that decision.
Reports sent knowingly falsely or in order to remove an inconvenient review or a competitor are not considered — and we take this into account for subsequent reports from the same source.
7.7. Repeated infringements
If prohibited content regularly comes from one account, we restrict access: first temporarily, then permanently. We do the same with those who systematically send unfounded reports about other people's content.
8. Comments, reviews and ratings
Comments are left by readers, and they are their opinion, not the position of the editorial team. We publish everything that has passed moderation for insults, spam and other people's personal data, and we do not delete comments because they criticise us or our materials.
Reviews will appear on the Czech version together with the company directories. We are setting out the rules for them in advance so that you understand exactly what you will be seeing:
- We do not check whether the author really used the service. We have no technical way to confirm this, so we do not call reviews “verified” and do not put any confirmation badges on them.
- We publish everything that has passed moderation for insults, spam and other people's personal data.
- We do not delete or downrank negative reviews at companies' request — not for money, not for a partnership, not after a complaint.
- A company's rating is the arithmetic mean of all published reviews, without weighting coefficients or manual corrections.
- We do not place paid reviews and do not order them.
- Reviews marked “Imported” are taken from other platforms (in particular from Google Maps) and were not left on our site. The label stands next to every such review.
The company concerned may reply to a review on the merits — this is normal practice, and we do not remove a reply because we did not like it.
Do you consider a review or a comment to be fake, paid for or in breach of the rules? Write to us through the form on the Contacts page, giving the link to the page and the reason. The procedure is the same as in point 7.6.
9. Directories, the order of cards and advertising
The order of cards in the directories is determined by neutral criteria: how completely the card is filled in, the presence and content of reviews, how up to date the data is and how active the company is, the match with your filter or search query, the date of the last update. Payment does not affect the position in the results — a place in the directory is not for sale.
Advertising and partner materials are shown separately from the ordinary results and are always labelled with the word “Advertising” or “Partner material”. A partnership does not change the editorial assessment: we do not write laudatory texts to order and do not remove criticism for money.
A company's presence in the directory is not our recommendation and not a guarantee of the quality of its services. We do not check companies' licences, qualifications or financial standing; check this yourself in the official registers.
10. Sections that are not open on the Czech version yet
The Slovak version of KOMPAS has sections that do not exist here yet: housing listings, the job board, the directories of language schools and educational agencies, the directory of universities and the specialists directory. We open them in Czechia as real Czech content appears — an empty directory is worse than no directory at all.
The rules of these Terms will apply to them from their first day of operation. We are setting out the main points in advance so that they do not come as news:
- Housing. Listings are placed by estate agents and owners, not by us. We are not a party to the transaction and receive no remuneration from it. Whoever places a listing is responsible for the accuracy of the data and for complying with their own obligations, including stating the energy efficiency class of the building in advertising materials: § 7a odst. 2 písm. e) zákona č. 406/2000 Sb. requires the class to be stated, and if the graphical part of the energy certificate has not been obtained — to state the worst class “G”. Estate agency activity in Czechia requires a bound trade licence and insurance under zákonu č. 39/2020 Sb. — this is the estate agent's obligation, and we have the right to take down the listing of anyone who does not comply with it.
- Vacancies. Publication is free, we take no payment either from the employer or from the candidate, we do not do recruitment and we are not a party to the employment relationship. We do not publish listings with discriminatory requirements (age, sex, nationality, religion, state of health, family status) — § 12 zákona č. 435/2004 Sb. is addressed to all participants in these relations, not only to the employer. Never pay “for a job placement” and do not send copies of documents before a face-to-face interview.
- Directories and the specialists directory. Presence in a directory does not mean that we have checked qualifications, a licence or insurance. A person whose card was compiled from public sources may claim it, correct the data or demand that it be removed — we remove it without asking for reasons and without unnecessary delay, as a rule within 72 hours.
11. Our materials and copyright
The texts, data compilations, illustrations, design and code of the site belong to the operator or are used with the permission of the rightsholders. They are protected by copyright — by the legislation of the EU, of Czechia (zákon č. 121/2000 Sb.) and of Slovakia (zákon č. 185/2015 Z. z.).
You may: read, save for yourself, share a link, quote a short excerpt with attribution to KOMPAS and an active link to the source page.
You may not: copy materials in full or in substantial part to other sites, channels and mailings; automatically collect the content of the site; use our materials to train artificial intelligence models — we expressly reserve this right and do not give consent to such use.
Some materials are prepared by the editorial team with the use of AI tools. Every material is proofread by a person before publication, and a named editor is responsible for the publication — see the Editorial Policy.
12. External links and third-party services
The site contains links to other people's resources — state registers, company websites, news. We do not control their content, availability and safety and are not responsible for them. Following an external link is at your own discretion.
Some functions of the site work through third-party services (for example machine translation, maps, audio for terms, analytics). This means that part of the data is processed outside our servers. Which services exactly and what they receive is in the Privacy Policy. We draw your attention separately: do not paste passport details, medical certificates and contracts into the translator — the text is processed by an external service.
13. Liability and availability of the site
KOMPAS is an information portal. The materials, calculators and reference guides are for reference only, are not legal, tax, financial or medical advice and do not replace consulting a specialist or checking an official source. Laws and rates change, and our texts may lag behind them. More detail — the Disclaimer.
In relation to user content we act as a hosting provider within the meaning of Regulation (EU) 2022/2065 (DSA): we do not check everything in advance and are not liable for other people's materials until we learn of their illegality. Once we learn of it — we act without delay. The author is responsible for the content of their own material.
We do not guarantee uninterrupted operation of the site. Maintenance work, failures, temporary shutdown of sections and loss of form data are possible; we try to give advance notice of planned work. The site is provided “as is”.
We do not limit our liability for intent, gross negligence, harm to life and health, and also in cases where limitation is prohibited by law. If you are a consumer, these Terms do not deprive you of any right granted by the mandatory provisions of consumer protection legislation.
14. Personal data and cookies
What data we collect, why, how long we keep it, who we pass it to and what rights you have — in the Privacy Policy. Cookies and tracking are described on the Cookies page; you can also change your choice there at any time. The “Change cookie choice” button is in the footer of every page.
15. Applicable law and dispute resolution
These Terms are governed by the law of the Czech Republic — the operator is registered in Czechia. If you are a consumer, this does not deprive you of the protection given by the mandatory provisions of the law of your country of habitual residence: they apply in the part where they protect you more strongly.
Disputes are heard by the courts of the Czech Republic. If you are a consumer, you may bring a claim in the court of your place of residence, and a claim against you may be brought only in your country of residence.
Write to us first — most questions are settled with a single e-mail. If our answer did not satisfy you:
- the body for out-of-court resolution of consumer disputes is Česká obchodní inspekce — coi.gov.cz;
- in a cross-border dispute the European Consumer Centre (ECC-Net) of your country will help free of charge;
- if you are a consumer in Slovakia, you may also turn to Slovenská obchodná inšpekcia — soi.sk.
Turning to these bodies does not deprive you of the right to go to court. Complaints about personal data are handled by the data protection authorities — their addresses are collected on the Contacts page.
16. Changes to these Terms
We may change these Terms — the site develops and legislation changes. A new version is published here with a new update date. We announce significant changes — new rules for content, new conditions for estate agents and employers, the appearance of paid services — by a visible notice on the site.
Business users (estate agents, employers, specialists in the directory) are notified of changes to these Terms at least 15 days before they take effect. You may disagree with the changes — in that case stop using the site and, if necessary, delete your account.
