If you are a man aged 18–60 and plan to visit the Embassy of Ukraine in Bratislava — for example, to renew your passport or get a certificate — you no longer need to regenerate the document in Rezerv+ (Rezerv+ app) at the last moment. The Cabinet of Ministers canceled the requirement that the electronic military registration document (e-VOD) had to be created no earlier than 72 hours before the request.
Now it is enough that your e-VOD is valid at the time of the visit. The changes were introduced by the Cabinet of Ministers Resolution No. 981 dated July 29, 2026, which updated the procedure for maintaining the register of conscripts and the rules for document verification by consuls. The resolution is already in force, so the new rules apply now.
How the verification is done now
The basic requirement remains: to receive consular services abroad, men aged 18–60 must still present a valid military registration document to the consul. It is created electronically in the Rezerv+ (Rezerv+ app) application.
The mechanism has changed. The consul checks the validity of the e-VOD in real time through the e-Konsul (e-Consul) system, which is directly integrated with the state register of conscripts. So instead of the formal “freshness” of the document by creation date, its actual status in the register is checked.
When the service will be denied
Refusal threatens in three cases:
the check showed that the e-VOD is invalid or the data in it need updating;
the applicant did not present a valid document at all;
the document lacks confirmation of the relevance of personal data.
What this means in practice: before the visit, open Rezerv+ (Rezerv+ app) and check if the document is active and the data are current. If the app asks to update the information — do it in advance, not in line to the consul.
When e-VOD is not required
The requirement does not apply in several situations:
issuing a return ID card;
consular actions regarding children if the other parent is a foreigner or stateless person;
Ukrainians who are under arrest, detained, or deprived of liberty abroad.
If you cannot use Rezerv+ (Rezerv+ app)
For those who cannot authorize in the app, there are two ways.
By the end of 2026, the Ministry of Foreign Affairs together with the Ministry of Defense plan to introduce updating military registration data directly through diplomatic institutions. For this, you will need to:
register with the consular office if you are not registered yet;
or update data at the embassy or consulate if you are already registered.
A special case is the absence of a tax number (RNOKPP), without which Rezerv+ (Rezerv+ app) does not work. In this situation, you can personally contact the nearest diplomatic institution and get it through the e-Konsul (e-Consul) system.
