A single person without income receives 89.70 € of basic assistance per month in Slovakia, a couple with a child — 233.20 €. On top of that come allowances: for housing up to 308.40 €, protective 91.70 €, and 25.10 € for each child. The application is submitted in writing to the labor office at the place of residence.
Almost no one receives the table amount in full. The state pays the difference between the amount of benefits you are entitled to and what the household already has. Therefore, two families with the same composition can receive 40 € and 280 € — and both will be correct.
What is called “socialka” in Slovakia?
The word “socialka” in Ukrainian chats means two opposite things. For a živnosť (sole-trader license — self-employment) holder, it means the contributions he pays monthly to the state himself, and from 2026 they have noticeably increased. For a family without sufficient income, it means the money the state pays them.
Further — only about the second: about pomoc v hmotnej núdzi (assistance in material need) and about payments assigned by the úrad práce, sociálnych vecí a rodiny (labor, social affairs and family office). The rules are described by zákon č. 417/2013 Z. z., effective from January 1, 2014.

Who has the right to assistance in material need in Slovakia?
The right belongs to a citizen of Slovakia and a foreigner who is in the country under the asylum law or the law on the residence of foreigners. The temporary protection status meets this condition. ÚPSVaR states this directly: the condition for granting assistance is met by anyone who presents a card of a person requesting temporary asylum or a document of permissible residence marked odídenec (refugee). And further — “to the same extent and under the same conditions as citizens of the Slovak Republic.”
Income is counted for the entire household. It includes spouses, parents with minor children, children up to 25 years old without income or with income less than half the minimum wage, and also children over 25 who study full-time. Only those family members physically present in Slovakia are included in the jointly assessed persons. A husband who stayed in Ukraine is not counted.
Low income alone does not give the right. You will not be recognized as in material need if you can help yourself with property or unclaimed payments. One car is not counted as property — if it is older than 10 years or cheaper than 35 living minimums. But unclaimed alimony, pension, or rodičovský príspevok (parental allowance) — these are nároky (legal claims to payment) that the law requires to be applied for first, and without this the application will go nowhere. Assistance is also not granted if all household members have been abroad for more than 30 consecutive days.
People with severe disabilities have a separate compensation system: it works under a different law, and the application for it is submitted separately.
What income is considered too low?
The threshold is životné minimum (living minimum): the limit below which the state recognizes the state of material need. The amounts are reviewed annually by July 1 according to the growth coefficient of low-income household expenses.
Period of validity | Adult person | Next adult | Child |
|---|---|---|---|
from July 1, 2026 | 295.22 € | 205.96 € | 134.80 € |
7/1/2025 – 6/30/2026 | 284.13 € | 198.22 € | 129.74 € |
The current amounts were set by Opatrenie No. 155/2026 Z. z.; they are listed in the living minimum table of the Ministry of Labor. For a household, the amounts add up. A couple with one child has a living minimum of 295.22 + 205.96 + 134.80 = 635.98 € per month, a couple with three children — 905.58 €.
Even attentive readers get confused here: the old number 284.13 € has not disappeared. The derivative payments for 2026 are calculated from the living minimum effective on January 1, not today. Therefore, the non-taxable part of the salary (21 × living minimum) and the minimum pension (1.45 × living minimum) this year are still calculated from 284.13 €, although the minimum itself from July is already different — this is not a mistake but different reference dates. The next recalculation of these two amounts is from January 1, 2027.
How much is paid in 2026?
The basic dávku v hmotnej núdzi (benefit in material need) is determined by the household composition, and from January 1, 2026, the following amounts apply:
Household composition | Dávka per month |
|---|---|
single person | 89.70 € |
single person with a child or up to four children | 170.60 € |
couple without children | 155.90 € |
couple with a child or up to four children | 233.20 € |
single person with more than four children | 249.10 € |
couple with more than four children | 314.40 € |
Up to four allowances are added to the basic dávka, and they usually make up the larger part of the payment. The data is given according to amounts from January 1, 2026, set by Opatrenie No. 365/2025 Z. z.
Príspevok na bývanie (housing allowance) — 100.60 € for one person, 170.80 € for two, 216.70 € for three, 262.70 € for four, and 308.40 € for a larger family. Ochranný príspevok (protective allowance) — 91.70 € for each household member who cannot earn by their own work. ÚPSVaR lists the grounds: retirement age or early pension, disability with loss of working capacity over 70%, pregnancy from the eighth week to delivery, single father or mother with a child under one year, care for a person with dependency degree IV or V, resocialization program, and sick leave over 30 consecutive days. Príspevok na nezaopatrené dieťa — 25.10 € for each child attending kindergarten, school, or preparing for a profession.
Aktivačný príspevok (activation allowance) — this is a payment for moving towards work. The maximum 183.30 € per month is received by someone whose labor income is agreed to be at least the minimum wage. For study or retraining of at least 32 hours per month, they pay 137.50 €, for participation in public works through the úrad — 91.70 €. Protective and activation allowances are not combined: whoever is assigned one will not receive the other.
Why was less paid than in the table?
Because assistance is given not up to the living minimum, but up to the amount of due payments prescribed by law, and your income is subtracted from it. The difference will be the payment, rounded to the nearest whole euro. If it is less than 1 €, the money is not paid at all.
They calculate it like this:
Add all amounts due to the household: basic dávka plus the allowances you are entitled to.
Calculate income for the calendar month in which the application was submitted, with preferential salary crediting.
Subtract income from this amount.
Round the result to the nearest whole euro.
Preferential crediting is the main bonus for those who move from assistance to work. For the first two months, salary is not counted at all, for the third and fourth months 75% of it is not counted, for the fifth and sixth — half. The rule works for six months from the first employment during receiving assistance and is reactivated no earlier than after 24 months. Outside this window, 25% of the salary is not counted.
Also not counted as income are prídavok na dieťa (child allowance), tax bonus for a child, compensation for placing an odídenec (refugee), and a quarter of pensions and maternity benefits. Let's take a couple with one child renting an apartment: the due amounts consist of 233.20 € dávka, 25.10 € for the child, and 170.80 € for housing — together 429.10 €. An accounted income of 200 € will reduce the payment to 229 €: 429.10 − 200 = 229.10, and the result is rounded to the nearest whole euro. The payment will disappear only when the accounted income reaches 429.10 €.
The payment can also be cut. Each adult household member who without a valid reason refused a job offered by the úrad, did not appear for a summons, or did not work 32 hours of minor public works costs the household 89.70 € per month. This is a consequence of the “Práca namiesto dávok” (Work instead of benefits) package, effective from September 1, 2025. On repeated violation, the reduction lasts up to three months, and the úrad counts repeats within a 24-month window — even if assistance was stopped between them.

Where to submit the application and what should it contain?
The application is submitted in writing to the úrad práce, sociálnych vecí a rodiny (labor, social affairs and family office) at your place of residence. The form is given on site or printed from the office website. The úrad does not issue a decision on granting assistance in hand: you will receive a paper only if you are denied, reduced, or deprived of the payment.
Procedure:
Collect documents about the income of all household members, rental agreement or housing document, and certificates of other due payments.
Fill out the application: full name, date of birth, rodné číslo (birth number), marital status and addresses of all household members, mailing address, bank account number in a Slovak bank.
Submit the application to the úrad in the month for which you want to receive money.
Wait for the payment: assistance is paid monthly in arrears, no later than the end of the next calendar month.
Then your part of the duties begins. Any change (new job, move, change in family composition) must be reported in writing to the úrad within eight days. If you miss the submission deadline for a month — the right to money for it expires three months from the day the assistance was supposed to be provided. And separately about work: if before employment you were registered as a job seeker for at least three months, you gain the right to commuting assistance. The application for it is submitted within a month after removal from the register, and the úrad will not remind you about this deadline.
If you are still looking for a job, see vacancies in Slovakia — official employment does not immediately take away assistance, and the first months of salary do not reduce the payment at all.
Which child payments do not depend on material need?
Two main child payments belong to all families with permitted residence, regardless of income. Prídavok na dieťa — 60 € per month for each child. In the month when the child first goes to the first grade of základná škola (elementary school), the amount increases by 110 €.
Rodičovský príspevok is 364.80 € per month, and for those who previously received materské (maternity benefit) for caring for this child — 500.10 €. For each simultaneously born child, this amount increases by 120.60 €. The application for both payments is also submitted to the úrad práce, and a foreigner only needs temporary residence. We covered maternity benefits separately — in the material about maternity leave in Slovakia.
These two payments affect your assistance differently. Prídavok na dieťa is not counted as income, so it does not reduce the assistance by a cent. But rodičovský príspevok is exactly the right you must realize: if you do not apply for it, you will not be recognized as in material need.
Families in material need also have a food subsidy. The state pays 1.40 € for each day the child was in kindergarten and took lunch, 2.10 € — for a first-grade elementary school pupil, and 2.30 € — for the second grade. Up to 33.20 € per child per year is given for school supplies.

When can you get unemployment assistance?
Dávka v nezamestnanosti (unemployment benefit) is an insurance payment, and it works under a different logic than assistance in material need. The right arises if in the last four years before registration at the employment center you were insured against unemployment for at least 730 days, i.e., two years. It is paid for six months.
Work experience gained in another EU country, Norway, Liechtenstein, Iceland, Switzerland, and the United Kingdom is counted. Also counted are periods without accruals: parental leave during employment, sick leave, care for a close person, and the time of materské payment. A živnosť (sole-trader license — self-employment) holder has no right to this payment if he voluntarily did not pay unemployment insurance. It is also not available to students on dohoda o brigádnickej práci (agreement on temporary work) and recipients of old-age or early pensions.
These two systems are connected. If you have the right to unemployment assistance, you must realize it: without this, the úrad will not recognize the household as in material need.
What to do if the úrad refused or reduced the payment?
The deadline for appeal is 15 days from the day the decision is announced. The law on assistance in material need does not set its own deadline, so the general rule of správny poriadok (administrative procedural code, § 54 ods. 2 zákona č. 71/1967 Zb.) applies. Odvolanie (appeal) is submitted to the same úrad that issued the decision, and it has no suspensive effect: while the review is ongoing, the decision you are appealing remains valid. If the decision did not explain the appeal procedure or it turned out to be incorrect, the deadline is extended to three months from the day of announcement.
The most common reasons for refusal are everyday: not all household members submitted income data, the right to another payment is not formalized, discrepancies in housing documents. Usually, it is faster to close the gap and submit a new application than to argue. But if the payment was cut for refusal to cooperate with the úrad, the count goes in a 24-month window: repeated refusal of work within this period disables money immediately for three months.
Submit the application in the same month for which you expect money. After three months, the right to it expires finally, and no appeal can restore this deadline.
