You can book an appointment at the dopravný inšpektorát (road inspection) for free and without a Slovak občiansky preukaz (ID card) with a chip: the MV SR reservation rules directly allow a foreigner with a valid residence document in Slovakia to book. The form requires only your name, date of birth, document number, phone, and e-mail. After confirming the booking, you receive a PIN. This PIN, not a printout, grants you access to the window.
Briefly about the main points:
booking is free, no electronic signature or chip needed;
PIN is valid 15 minutes before and 15 minutes after your appointment time;
minimum fee for registering the vehicle holder is €33, with two new plates usually costing €83–130;
the law allows 30 days from acquisition to register the vehicle.
What can be done at the dopravný inšpektorát, and what cannot?
Road inspection manages the evidenciu vozidiel (vehicle registry). Everything related to who is registered as the owner and holder of the vehicle, its numbers, and documents is handled here.
People come here to:
register a vehicle not yet in the Slovak registry — bought from a dealership or imported;
transfer ownership of a used vehicle to themselves (zmena držby vozidla — change of vehicle holder);
change the owner, register a vehicle after inheritance or moving to another district;
exchange invalid osvedčenie o evidencii (registration certificate) — after address or name change, loss, or theft;
get new plates, register trailer equipment, change color in documents;
temporarily or permanently deregister a vehicle or remove it from records for export abroad.

What is not done here. Technical inspection and emission testing are done at private stations and are unrelated to the police. Technical fitness for individually imported vehicles is approved by the okresný úrad (district office), road transport department, at your place of residence; only with their decision do you go to the inspection. The inspection does not issue duplicate vehicle documents: a lost document becomes invalid, and instead of a copy, you request an exchange.
How is dopravný inšpektorát different from cudzinecká polícia (foreigners police)?
By authority and subject. The cudzinecká polícia handles your status: residence extension, residence permit, address registration. The road inspection handles vehicle matters. Confusion arises because both agendas use the same MV SR reservation rules, and people look for an "appointment at the police" meaning different windows in different buildings.
The rules differ. Booking at the road inspection is voluntary: if you miss your appointment, you can still come. At the foreigners police, booking is mandatory for some life situations, and only one booking per 15 days is allowed. If you need status, not a vehicle, you look for a booking at the foreigners police — a separate procedure.
How to book an appointment at dopravný inšpektorát?
Two ways: via the MV SR electronic services web form or the eDoklady app. The web form works for everyone; the app requires a Slovak občiansky preukaz (ID card) with activated digital documents. Booking is free in both cases.
Open the MV SR reservation system and go to the form.
Enter your name, surname, date of birth, and identity document number — these must match the document you show at the window.
Confirm your phone with an SMS code.
Select the agenda: "Evidencia vozidiel – prihlásenie nového vozidla" (vehicle registration – new vehicle registration) for first registration or "Evidencia vozidiel – zmena držby alebo vlastníctva vozidla" (vehicle registration – change of holder or ownership) for transfer.
Select pracovisko (workplace): the list shows its working hours.
Choose date and time and enter the vehicle's EČV (license plate) or VIN.
Check e-mail and phone, confirm booking.
Save the PIN received after confirmation.
Booking is personal. The person for whom it is made must be the vehicle owner or holder or have a splnomocnenie (power of attorney) with a signature certified by a notary or at the matrika (registry office).
PIN is valid exactly half an hour: 15 minutes before and 15 after your time. Arriving 25 minutes early will make the kiosk issue a ticket only after 10 minutes. Lost PIN can be restored by the MV SR call center at 0800 222 222 after identity verification.
Limit per person — two bookings per pracovisko within 15 calendar days; canceled bookings count as one of the two. The system cancels any beyond the limit automatically.

What to do if no free appointments are available?
An empty calendar almost never means a system failure: it just means capacity is full for those days. There are four options.
Come without a booking. Booking is voluntary, and people without it are served after those with bookings. For transfers, which take one window, this is the easiest option.
Choose another pracovisko. Transfers and first registrations can be done at any inspection office in the country. If Bratislava is full, check Pezinok, Senec, or Trnava. This also refreshes your limit: two bookings count per workplace separately, so a neighboring district gives you two more tries.
The third option is to join the queue remotely. eDoklady has a "Poradový lístok" (queue ticket): select action and workplace and get a number without leaving home. The condition is strict: you must reach the window within 10 minutes after confirmation, so do this on your way.
The fourth is to catch canceled slots. Bookings are canceled and slots return to the calendar during the day; check in the morning and evening.
What not to do — book just in case. If you do not cancel at least 12 hours before and do not come, the system blocks any new bookings for 60 calendar days. The block covers all MV SR agendas: passport, občiansky preukaz, driver's license. This is stated in the MV SR general reservation rules. You must cancel yourself via the link in the email or in "Moje rezervácie" (My bookings); the MV SR call center does not cancel bookings.
Where exactly to go — any inspection office or "your" one?
Depends on the action, and this is where Slovak advice confuses foreigners. Transfers of purchased vehicles since January 1, 2023, can be done at any inspection office in the country, fully at one workplace: you can buy a car in Košice and transfer it in Bratislava. First registration of a vehicle not yet in the registry is also accepted at any inspection office.
But vehicles imported from abroad are registered at the inspection office at the holder's place of residence — this is required by MV SR and applies to almost everyone who brought a car from Ukraine. Exchange of invalid documents works the opposite way: since June 2010, any registry workplace accepts it.
One caveat, as minv.sk contradicts itself here. The page about changing the holder says "at any inspection office," but the FAQ section on the same site still refers to the inspection office at the place of residence — this wording remains from the rules before 2023. If they refer to it at the window, show the page about changing the holder.
Before the inspection, the imported vehicle goes through two steps: customs and district office. We wrote separately about customs: car customs clearance from Ukraine.
The phone number of a specific inspection office is given by ústredňa 09610/11111; general questions are handled by the call center 0800 222 222 (Wednesday until 5 pm, other working days until 4 pm). There are eight regional inspection offices — in Bratislava, Trnava, Trenčín, Nitra, Žilina, Banská Bystrica, Prešov, and Košice. There are many district offices, and the current list of pracoviská with their working hours is visible in the reservation system itself.

What documents to bring for each scenario?
The basic minimum is the same: a valid identity document, confirmation of PZP (mandatory liability insurance), and paper osvedčenie o evidencii časť II (registration certificate part II). What else depends on your purpose.
Purpose | Additional documents | Fee | Deadline |
|---|---|---|---|
Register new vehicle from dealership | acquisition document (invoice, leasing agreement), COC certificate if issued by manufacturer | from €33 | 30 days from acquisition |
Register imported vehicle | district office decision approving technical fitness, tax confirmation of VAT for "new vehicle" | from €33 | 30 days from acquisition |
Transfer purchased vehicle to self | chip card osvedčenie o evidencii časť I, splnomocnenie with certified signature if the other party is absent | from €33 | 30 days from transfer of holder |
Exchange invalid documents | honest statement about loss or theft if document is missing | €9 for part I, €9 for part II | 30 days from address or name change |
Temporarily deregister vehicle | both plates and vehicle documents | €5 up to one year | — |
Splnomocnenie must have a certified signature. One exception: when the vehicle passes to a close person (direct relative, brother, sister, husband, or wife), certification is not required.
Common stumbling blocks. Only one person can be registered as holder in osvedčenie o evidencii, and the fyzická osoba (natural person — an individual, including a sole trader) must be older than 15 years: "registering two holders" is not possible. The old PZP disappears the moment the inspection records the holder change, so you must have a new insurance contract before the visit, not after. The technický preukaz (technical certificate) is produced and sent to you.
How much does it cost and how to pay?
The minimum správny poplatok (administrative fee) for registering the holder is €33. The actual amount is calculated as a rate based on the highest engine power multiplied by the vehicle's ecological coefficient, with plates added if new ones are ordered. Ready sums are easier to take from the official MV SR table, valid from April 1, 2024: these are the amounts the payment kiosk charges.
Engine power | Euro standard (first registration) | With two new plates | With own plates |
|---|---|---|---|
up to 80 kW | any | €83 | €33 |
over 80 to 90 kW | Euro 4 (2007–2011) | €86 | €36 |
over 90 to 100 kW | Euro 4 (2007–2011) | €104 | €54 |
over 100 to 110 kW | Euro 5 (2012–2016) | €110 | €60 |
over 110 to 125 kW | Euro 6d (from 09.2020) | €130 | €80 |
Some cases are exceptions. Electric cars pay €33 regardless of power. Hydrogen and plug-in hybrids pay 20% of the base rate from table 1. Holders of ŤZP (disability card) pay half the fee but not less than €16.50. Large families pay half for a "family car": category M1 with at least six seats, engine up to 110 kW inclusive, and support for at least four children under 19 — the amount does not go below €33.
Plates are charged separately when ordered: two regular random plates cost €50, two with a chosen number combination cost €500. The plastic osvedčenie o evidencii časť I is not charged separately in the standard term; expedited production in two working days costs €45.
Payment is made on-site at the payment kiosk, by cash or card. Alternatives are the eKolok app, web app, bank transfer, and post. A nuance with the term: eKolok bought at the kiosk expires in 30 days; bought at the post office, it lasts up to two years.
Which deadlines must not be missed?
Three main deadlines — all 30 days, each counted from its own event.
30 days to register a vehicle not yet in the registry — from the day of acquisition. This is stated in the MV SR basic registration conditions.
30 days to transfer a purchased vehicle to yourself — from the day of holder transfer. If missed, the inspection will require an odborný posudok o kontrole originality (expert report on originality check) with a "spôsobilé" (fit) result, not older than 15 days. This is a separate visit and cost.
The third deadline is not announced aloud: after address or name change, you also have 30 days to apply. Vehicle documents become invalid the moment their records no longer match reality, not when you notice it.
There are also dates living not in the owner's calendar but in law: zákon č. 77/2026 Z. z. changes PZP rules in two steps. From August 1, 2026, MV SR sends warnings to vehicle owners without valid PZP for over 24 months about deregistration, and on the same day, online policy checks started at nepoistenevozidlo.sk. From October 1, 2026, the rest activates: objective holder liability, automatic fines after 30 days without policy and double after 150 days, plus PZP checks at technical and emission inspections — without valid policy, the vehicle will not pass.
If you just arrived and are still sorting out driver documents, the second task nearby is exchanging driver's licenses. This is a different agenda and window.
What can be done online without coming at all?
MV SR electronic services cover first vehicle registration, registry changes, and submitting splnomocnenie. The condition is strict: Slovak občiansky preukaz with chip and activated qualified electronic signature. People with dočasné útočisko (temporary asylum) status do not have such a card, so the electronic path is closed for most of our readers. Booking is open to all — it does not require a chip.
Those with electronic access pay less. Zákon č. 145/1995 Z. z. on administrative fees, § 6 ods. 2, halves such fees but reduces at most by €50. This is most visible on plates: two regular plates cost €25 instead of €50. Slovak sites report this ceiling as either €50 or €70 — the law states €50.
Calculate your amount at home, put a card for the kiosk in your wallet, and write down the PIN separately — phones die in queues. Book for a working morning and come 10–15 minutes before your time: the kiosk will not issue a ticket earlier anyway.
