Recognition of a Ukrainian diploma in Slovakia costs 7 euros, and the decision is issued within a month. The application is accepted by Stredisko na uznávanie dokladov o vzdelaní (Center for Recognition of Educational Documents) at the Ministry of Education. Agencies from the first search page charge from 400 euros for accompanying the same procedure and do not mention any discounted fee.
The route depends on the purpose you have: to continue studying, work in a regulated profession, or just show your education level to an employer. The authorities differ, and for a regulated profession, the state charges twenty times more than for the diploma itself.
Why recognize a diploma at all and does everyone need it?
Start with one question: is your profession regulated? In Slovakia, there are 239 such professions, and the database is maintained by the same ministry: doctor, nurse, teacher, lawyer, some craft živnosť (živnosť - sole-trader license — self-employment). Marketer, programmer, accountant — no.
If your profession is not in the database — formal recognition is not required. The general employer requirement of “higher education” does not make a profession regulated, the ministry writes directly, so you can already open job vacancies in Slovakia and apply without any paper from Bratislava.
There are three real reasons: admission to the next level, access to a regulated profession, and application for the EU blue card — the recognition decision is attached to it under § 38 zákona č. 404/2011 Z. z.
And immediately a terminological trap. The word nostrifikácia (nostrifikácia - recognition of foreign diplomas), which you just typed in the search, is called by the official glossary of Stredisko an older name for recognition of an educational document and adds that in the legal order of Slovakia this term is no longer used. We keep it in the title because that is how people search. But on official state websites, type uznanie dokladu o vzdelaní (recognition of an educational document), otherwise the search will return nothing.
Study and work — why are these two different routes?
The Slovak system divides recognition into academic and professional. Each has its own authority and fee, and confusion between them costs months.
Academic recognition answers the question “what level of education does this person have.” The decision on recognition of a higher education degree is issued by Stredisko (Stredisko na uznávanie dokladov o vzdelaní, SUDV) — a unit of the Ministry of Education, Science, Research and Sport of the Slovak Republic. It does not compare the field of study, only the level: bachelor, master, doctor.
When the field is needed — “equivalent to specialty X in Slovakia” — the decision is made by a Slovak university with the same or related accredited program. You can find it in the list of Slovak universities. The university has three options: recognize the diploma, refuse, or assign a rozdielová skúška (rozdielová skúška - differential exam) — this is where sometimes you have to take subjects that were not in your program. Grade conversion to the Slovak scale is not included here: at Stredisko this is a separate topic and concerns grades from basic and secondary schools.
Professional recognition — about the right to work in a regulated profession, and it is a separate process with a separate application.
The main confusion: academic recognition and the supplement do not grant access to a regulated profession, no matter what they say about “other purposes.”

How much does diploma recognition cost and how long to wait?
Route | Who decides | Timeframe | Fee |
|---|---|---|---|
Higher education degree without field | Stredisko (SUDV) | 1 month | 7 € · 3.50 € electronically |
University diploma with field | Slovak university | up to 2 months | 7 € |
Secondary education certificate | RÚŠS in your region | according to administrative procedure | 7 € (same agreement) |
Regulated profession (doctors, teachers, sports) | Stredisko (SUDV) | 2–3 months | 140 € · 90 € electronically |
Certificate of equivalence of education for institutions | Stredisko (SUDV) | according to administrative procedure | free |
Seven euros is not a mistake or a promotion. The basic rate for recognition of a higher education degree is 40 € for a paper application. The discounted 7 € applies when Slovakia has a bilateral agreement on mutual recognition with the country of diploma issuance. Ukraine is on this list: the agreement between the government of the Slovak Republic and the Cabinet of Ministers of Ukraine is published as oznámenie č. 318/2015 Z. z.
Practical consequence: in the eKolok app (eKolok) look for service code 1723. Code 2218 is the full rate. According to the official tariffs of Stredisko, an electronic application costs half as much — 3.50 €. For comparison: agencies charge from 400 € for accompaniment, and for a medical diploma with an exam — 700 €.
The term starts from the date of delivery of the complete application — the day you dropped the envelope in the mailbox does not count. If something is missing, the case is stopped and a letter is sent with a request to supplement. And a detail that saves nerves: before a month after delivery, Stredisko does not inform about the status of the application, and does not respond at all to reminders and requests to consider you before others.
Is there a ready supplement for your diploma?
Before filling out the form, check the database of uznávacia doložka (recognition supplement for foreign education degrees). Ukraine has been included in the automatic recognition system, and for selected qualifications the supplement has already been issued — then no application is needed.
Find your qualification by country, download the PDF and submit it to the university or employer along with the diploma. You do not submit applications — so there is no fee. The supplement is valid without a stamp and signature, and it is verified by a QR code on the form. A notarized copy cannot be made from it: the stamp and signature will not be added even at your request.
More than 200 supplements have been published: for the most common qualifications from 27 EU countries and three countries with bilateral agreements — Ukraine, Russia, and China. The legal basis is § 39a in connection with § 60 zákona č. 422/2015 Z. z.
What the supplement does not do: it does not apply to unfinished education and individual years of study, does not replace university admission requirements, and again, does not open access to a regulated profession.
What documents to prepare and is an apostille needed?
The most common advice on the internet is outdated by four years. An apostille on the diploma is not needed for recognition: the ministry directly writes in the frequently asked questions that since 2022 the general requirement for apostille and superlegalization has been canceled for all types of applications. The authority may ask for it later, but only if doubts about the authenticity of the document arise after review. What this stamp is and when it is needed — we have a separate analysis about apostille.

Package for recognition of a higher education degree:
completed application form;
regular copy of identity document, and if you have dočasné útočisko (dočasné útočisko - temporary protection) — also a copy of the decision granting it;
certified copy of the diploma;
certified copy of the diploma supplement or a full transcript of completed subjects and exams;
translation of the two previous documents;
payment confirmation with QR code.
About translation separately — there is also a saving here. By default, an úradný preklad (úradný preklad - official translation) is required — an official translation by a translator from the Ministry of Justice of the Slovak Republic list; a commercial bureau is not suitable, and where to find such a specialist was explained earlier. But documents issued in English, German, French, Russian, and Hungarian are accepted with your own translation — on a separate sheet, without signature and certification. Soviet and post-Soviet diplomas in Russian fall under this rule. No translation is needed from Czech and Latin at all.
A small detail that causes problems: if you changed your surname after the diploma — add a regular copy of the marriage certificate.
How to submit an application — by mail or through slovensko.sk?

Determine the route. On the Stredisko portal there is a Navigator: a few questions lead to the correct type of application. A wrong form costs a month.
Collect the package from the list above and certify copies. Certification is done by a notary, but also by the post office, registry office, or consular section. Certification can also be done abroad — then in case of doubts the authority has the right to ask for an apostille on the signature of a foreign notary or translator.
Pay the fee. Paper way — buy eKolok at the post office or in the app and add a printout with a QR code. eKolok is not sold at the submission office: they accept only a ready and complete application there.
Submit the application. By mail or in person at the submission office: Stredisko na uznávanie dokladov o vzdelaní, Černyševského 50, 851 01 Bratislava. Electronic way — through slovensko.sk: an activated identity document with a chip and reader is required, but the fee is automatically 50% less. Applications by e-mail are not accepted.
Wait for the decision. It comes as an electronic official document to your e-mailbox, and if the mailbox is inactive — a paper copy by mail. The copy will be without stamp and signature. This is normal: they have no right to require additional conversion.
Consultations are only by phone +421 2 593 74 923 — on Monday, Wednesday, and Thursday, 9:00–11:30 and 12:30–14:00. No consultations at the submission office address. Disagree with the decision? Appeal is submitted to the same authority within 15 days of delivery.
What should doctors, nurses, and teachers do?
This is the longest route, and it is delayed by an exam. Medical professionals from third countries — and Ukraine is a third country for Slovakia — go through a two-step procedure. First, Stredisko recognizes the educational document. Only after this can you register for the doplňujúca skúška (doplňujúca skúška - supplementary exam) and only then receive recognition of the qualification itself.
The exam has written and oral practical parts and is conducted exclusively in Slovak. Registration must be done directly at the school or university that announced the date — Stredisko does not handle this. Currently, the supplementary exam is announced for 22 professions — from doctor and nurse to dental technician, orderly, and masseur.
Profession | Where the exam is taken | Stredisko decision timeframe |
|---|---|---|
Doctor, dentist | Slovenská zdravotnícka univerzita v Bratislave, Lekárska fakulta | 2 months + 1 after exam |
Nurse, midwife, physiotherapist | Slovenská zdravotnícka univerzita, Fakulta ošetrovateľstva a zdravotníckych odborných štúdií | 2 months + 1 after exam |
Pharmacist | Univerzita Komenského v Bratislave, Farmaceutická fakulta | 2 months + 1 after exam |
Pedagogical and sports professions | no exam required | 3 months |
While preparing for the exam, you can already work. After recognition of the educational document, dočasná odborná stáž (dočasná odborná stáž - temporary professional internship) opens — work under supervision of a qualified employee for up to 18 months. It is voluntary, and you can register for the exam at any time.
A special case — graduates of pediatrics and child medicine without prior general medicine. For them, skúška spôsobilosti (skúška spôsobilosti - competence exam) with eight subjects is held at Slovenská zdravotnícka univerzita: anesthesiology and intensive medicine, neurology, emergency medicine, general medicine, medical immunology, clinical biochemistry, neurosurgery, and nuclear medicine. It is allowed to take it in Ukrainian or Russian. In the application, write the profession as “lekár” (doctor), not “pediater”: otherwise, documents will be returned for reprocessing, which means lost weeks.
Teachers and coaches are not assigned an exam at all, but they have to wait longer: the term for them is three months, the same for all countries. The fee is the same as for medical professionals — 140 € on paper or 90 € electronically.
What to do if the diploma stayed in Ukraine or is lost?
Submit what you have. Stredisko accepts regular copies, scans, and even photos of documents when the original is unavailable due to forced departure. They must be accompanied by a čestné prehlásenie (čestné prehlásenie - solemn declaration) explaining why this document cannot be submitted. Such applications are considered individually.
Confirmation of diplomas from about 2000 can be ordered by yourself through the Ukrainian EDBO database and added as supporting evidence.
No documents at all? If you have temporary protection or another form of international protection, there is one more way: education is confirmed through verification with an exam. You are tested, credited for the appropriate degree and year of study, then you obtain a Slovak qualification. You need to ask Stredisko directly about such cases.
If you cannot prove complete secondary education but want to enter university: the university has the right to accept a čestné prehlásenie plus its own general aptitude test. Conditions are set in the internal regulations of each university, so ask the admissions committee of the specific university.
You have a certificate, not a diploma — where then?
Here is a different authority. The secondary education certificate is recognized by Regionálny úrad školskej správy (Regional Office of School Administration) in your region — an application sent to the ministry will only delay the review. The bilateral agreement with Ukraine also applies to the certificate: the fee remains discounted. Deadlines, documents, and simplified procedure for Ukrainian certificates are covered in a separate article about simplified recognition of certificates.
The first step is cheaper than it seems: open the supplement database and find your qualification by country. If it exists — download the PDF and pay nothing. If not — buy eKolok with code 1723 for 7 euros, and an electronic application through slovensko.sk will reduce the amount to 3.50.
